If all else fails, bite the bullet and research Generator Power. Also, you might need a significant amount of medical infrastructure. You mention that you're recruiting lots of people: how many are we talking about? Have you gotten to the post-Londoner Refugees yet? Because you can expect your population to nearly double if you decide to be a nice dictator. Bunkhouses/Houses are nice because they're an up-front expense that requires no upkeep (and you're going to need upgraded housing by the end of the scenario anyway, unless you REALLY want to get that "Worse than London" achievement) You mentioned coal income: how're your wood and steel? Raising the Generator power is one way to increase heating, but the other is to build better housing.

It's not meant to be insulting, please don't be angry). There really isn't a non-condescending way to ask this, but were you aware that having multiple Workshops makes your research faster? (I'm used to doing a bit of tech support, so I have a tendency to ask stupid, basic questions like that, just to cover all bases. It's not as sexy as a brand-new Steelworks upgrade, but it also means fewer sick people in the medium run. On a serious note, it sounds like you've got the situation already figured out: if the temperature is your current limiting factor, and you have enough of a resource base (particularly coal) to support it, then your next research should probably be something to do with Generator Power or Housing. Warm them up the old fashioned way: sign the House of Pleasure law ASAP!
